Something that actually works, and is free. I'm a terrible singer but I really love singing and would love to improve as much as possible.
You get what you pay for.
"Something that actually works" would be an actual voice teacher. With a lot of patience and hard work between you both, you could hope to eventually learn to sing in tune with a reasonably pleasant tone.
Nature does play a big part in what sort of voice you got to begin with, and the type of voice you have, along with any innate musical ability, is going to determine how much you can improve.

However, you won't have any way of knowing if you are following their directions accurately. Just go on Yahoo Answers and see how many different responses there are to "breathing with the diaphragm". Everyone "knows" that's what you're supposed to do, but very few people really know what you are supposed to do, and even fewer can explain it. I couldn't explain it without having the person in front of me so I could literally SHOW them what to do, and then check to see if they can do it.
But then I'm not a voice teacher. I do know that I've never been "terrible". I could always sing–voice lessons really helped me improve so I could sing things I couldn't have without the training (I love classical music which is generally more challenging to sing than the average pop song).
The point I'm making is that there are many, many people who can sing beautifully from childhood. You say you are "terrible" though I don't know if this is really accurate or if you are really critical of yourself. Let's say you sing out of tune. Lots of people can sing in tune without a single lesson. Maybe all those naturally talented folk can see a video or two and pick up a helpful hint or two. You are starting from scratch. You have no clue.
It's easy to damage the voice if you sing in a manner that is actually unhealthy. Many good singers damage their vocal cords from bad singing techniques–they can actually sound good right up to the moment their voices suddenly give out. Read the news–lots of famous singers have had some serious vocal cord problems due to improper or non-existent training. And they never sounded "terrible".
Prices are all over the place so look around before you think you can't afford them. If you truly want to improve as much as possible, you need a proper teacher. Scheduling can be very flexible as well. Maybe a 30 minute lesson every 2 weeks instead of a weekly hourly lesson. You'll learn slower, but you will learn better than if you try to guess your way through everything that's online.
There's a lot of "information" out there that is downright dangerous if not just plain stupid and useless.
I've accepted the fact that I am a horrible singer, and the only realistic way to improve is through 1 on 1 lessons. My aunts takes my cousin to a piano teacher who does singing, and was able to get a small discount. My parents wouldn't be able to afford it though. I gradually save money from here and there, but I don't want to use all of it on lessons. So my question here is, what improvement did you see in your singing after lessons, and maybe some reliable online recourses for training?
The ONLY SAFE way to improve properly IS to take face-to-face singing lessons with a fully trained vocal teacher! Please do NOT rely on any dodgy web tutorials because that way you can misunderstand things VERY EASILY and develop bad habits, hoarseness, vocal nodules and other nasties IN NO TIME, and even though you would sound good! It is always much wiser to invest a little bit of your money/time to face-to-face lessons rather than wasting the same amount of money (or even more!) to frequent ear-nose-throat specialist visits due to aforementioned problems, so please reconsider. If you can't afford vocal lessons, then joining a choir is the only SAFE alternative option.
Always remember to warm up your voice properly, but please know your limits and don't overdo your voice! Remember the diaphragmatic support, do not strain your throat too much! Also, remember good body posture!
Avoid fizzy drinks (burp danger), dairy products (mucus risk), caffeinated products (coffee & tea included, they dry up your throat) and spicy food (irritation risk)! You can consume these things, but NEVER before singing!
Do NOT shout, yell, scream nor otherwise abuse your voice AT ANY TIME! Also, please respect your vocal range; if your teacher says you are, say, more of an alto, then you ARE more of an alto. DO NOT try to imitate anyone famous, that will usually give you just bad habits and even damage your throat. You are YOU and your voice is unique, so please learn to cherish that.
Do NOT sing, whisper, shout, yell nor scream if having a sore throat/cold/flu, Also, do speak as little as you can if you have flu/cold/sore throat!
Remember to drink at least 2 litres of room-temperature still water every day, not just during singing days!
Avoid inhaling secondhand smoke!
